for people with nvidia cards.... thanks to pc gamer.
Nvidia cards don't display full RGB color via HDMI—here's a fix

a newer post on pc gamer says the new driver offers a fix, but it didn't seem to for me i used the tool to fix it mentioned in the first link to fix it
